The Framework Agreement for cooperation between Turkey and the European Union for assistance under the Instrument for Pre-accession (IPA) was signed on 11 July 2008 by the Head of the Delegation of the European Commission to Turkey, Ambassador Marc Pierini and the Secretary General for EU Affairs, Ambassador Oğuz Demiralp. The Framework Agreement will now be submitted to the Turkish Grand National Assembly for ratification. IPA assists candidate countries in preparing for EU accession. Assistance under IPA is available from 2007 to 2013 and focuses on five components: I. Transition Assistance and Institution Building II. Regional and Cross-Border Cooperation III. Regional Development IV. Human Resources Development V. Rural Development
